This was the perspective of a mayor testifying before the House Committee on Transportation and Infrastructure in March, his testimony and that of the other invited witnesses in support of an extension to the EPA Brownfield Grant program. A program that today, in a significantly reduced version of its former self, fights for its very life. As the panel offered its testimony, witnesses shined the familiar light on the body count: The estimated census of Brownfield sites reported to be close to one million. One million properties that potential purchasers and developers are actively avoiding due to the real or perceived presence of environmental contamination.
